The gaps are not that large (picture doesn't really do it justice and remember the photo shown is not exactly my carrier - it was the closet pic I could find on the internet). The one section that has a larger gap is not used as the scooter length sits in the opposite section of the rail. We did not have any problems fitting our scooters on it (the tires did not fall through or anything like that), our problem was with our new vehicle hitch clearance.
The device fits most bikes with no issue - (sport bikes / large motorcycles would be a challenge as it is mostly designed for skinner or small bikes). The only thing to watch is that you have enough height clearance once the bikes are loaded on as some vehicles (mostly cars) do not allot enough space between the ground and the hitch, so once you load the bikes on, the weight brings it too close to the ground. The device works best with trucks or on the back of some RV's.
Your welcome to take a look if you think this might work for you? Sometimes its hard to tell until you put it on your hitch. But if it fits your vehicle, its a handly little device as you don't need to register it, the device stores in a garage no problem, and its not a hard pull (gas milleage is reported to be good).
PM me for details if your still interested.
